I have a bloodhound 9 months of age with behavioral problems, proposed to my partner, send them to a dog that develops naturally residentual, I would use a man whispering to the dogs, and I was wondering if anyone has any experience with some, notably The Dog Whisperer, which is listed above.

You don’t say what the “behavioural problems” in your puppy are, so its hard to say what would be best for her. IMO, residential training courses should only be used under extrememe circumstances, like aggression/biting behaviour, if the dog is a danger to others or herself.
Maybe its you and your partner, that need the training? No offense…. but this is the first thing that came to mind, with the lack of detail in the question. What training methods have you tried? Have you adjusted them and tailored them to your puppy’s individual needs?
Yes, behaviourists can be a great resource and aid in many types of issues. Will they be able to “fix” your dog, without you or your partner having to do anything? No. Obedience training, either classes or one-on-one with a good trainer, can help you to establish yourself as the leader in your dog’s eyes, teach you to give commands and get efficient responses from your dog, and the overall training is an excellent way to build a strong relationship with your puppy, to earn her respect, and to build her confidence and make her feel rewarded for good performance. Again, the trainer/behaviourist/methods that you choose to use will depend very much on the problems that you are having with the puppy.
Sometimes the solution to your problem is to change the way you think of your puppy, and understand WHY she behaves the way that she does. If you give more details, there are many knowledgeable people here who might be able to give you some more input, or make recommendations.
I have no direct experience of using Stan Rawlinson as a behaviourist, but having seen his website, I have a few reservations about his judgement on certain issues.

I have rehomed 2 ex show Beagles and 1 ex kennel Beagle.
Contary to expectations my show Beagles were only trained to stand and trot properly in the ring.
Can you enlighten us please as to what sort of problems you are encountering. Most problems can be sorted out. The first Beagle we rehomed was nine and a half when we got her yes we had problems but one we had overcome these she was the perfect Beagle.

I haven’t used him personally but a friend did and they said he was brilliant.
I think he is quite well known. I did have a look at his website and do not understand why someone has said they have concerns. He appears very knowledgeable and states he is used as a behavioural expert by many organisations. The friend who used him said he is also an expert witness in Court Cases involving dogs
You have not said what is wrong with the dog.
